Strategy on the integration of the internally displaced persons and on the implementation of the long-term solutions on the internal displacement till 2020
United Nations report, Guiding Principles on Internal Displacement uses the definition of the IDPs as "persons or groups of persons who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflict, situations of generalized violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognized State border." According to the statistic data, since the beginning in 2014 the military aggression against Ukraine in the Eastern part of the country and the illegal annexation of the Crimea, there are approx. 1.5 million IDPs in Ukraine. The key objective of the strategy is the integration of the IDPs and the long-term solutions for the implementation and protection of their rights, freedoms and legitimate interests of the IDPs, increase of their self-sustainability and independence under due consideration of the interests of hosting communities, establishment of the efficient cooperation between the IDPs and the hosting communities, public institutions, local self-government authorities on the basis of partnership that will lead to the elimination of discrimination and to the achievement of the social cohesion
Adoption of the Strategy has allowed to secure the rights of IDPs in Ukraine by taking their interests and needs into consideration while elaboratinh the regional and local development programmes, by providing them an opportunity to get all the public services, education, healthcare, realize their right for work and rest, by supporting their entrepreneurship and business activities. In the sphere of the Convention implementation the Strategy foresees the efforts on the national, regional and local level aimed at holding joint educational, social, cultural, training and other events focused on establishing the dialogue between the IDPs and hosting communities, launching the expert exchanges and professional cooperation between the artistic groups from the different regions of the country which involve the IDPs, facilitating the local communities in implementation of the joint cultural projects.
The main expected results: meeting the economic and social needs of IDPs, calming tensions in the hosting communities, exercising the social, educational and cultural rights of IDPs
