Devolution of some cultural functions to local councils
The three Departments formed after functional review of the cultural sector are now fully operational each with its own Director and technical staff. This has enhanced the speed at which cultural programmes are implemented as bottleneck in the decision making process have been reduced.
The Copyright Act 1989 was successfully reviewed in 2016 thereby encouraging creativity by among other imposing stiffer penalties on those violating copyright laws. Review of the other relevant laws such as the Censorship and Control of Public Entertainment Act 1968 and the Arts and Crafts Act 1990 is still underway.
The Government Department of Human Resource Management and Development approved the establishment of the post of 26 District Cultural Officers (after Ministry of Finance's approval for warrant of establishment). Engagement with relevant stakeholders including the Ministry of Local Government and Rural Development, National Local Government Finance Committee and development partners is still under way to ensure devolution of some of the cultural functions to the districts.
