Governmental support to artists and creative workers has taken the developmental rural-livelihoods turn based on the measures aimed at integrating culture as a strategic element in development policies and assistance programmes at all levels like support to crafts practices or to cultural minorities representing endangered skills is often extended by the relevant ministries (Textiles, Culture women and child development, tribal affairs etc).

The Centre for Cultural Resources and Training (CCRT) was set up in 1979 for working in the field of linking education with culture. Subsequently efforts were made to incorporate the measures to integrate human development goals with sustainable development of the cultural ecology. This was felt to counter the rapidly growing global homogenization of cultural contours of a country. Besides the related creators and cultural enterprises general population was also involved via various financial schemes to establish organizations, institutions and repositories to evolve a kind of a cultural industry. National Handicrafts and Hand looms Museum of India, established in 1950s under the auspices of Ministry of Textiles is one such measure based on participatory governance of culture. This step has since acted as a blueprint to develop inclusive and creative societies. 

 To consolidate the inter-ministerial cooperation, a dedicated portfolio has been formed, Ministry of Tribal Affairs of India as the nodal Ministry for overall policy, planning and coordination of programmes for development of Scheduled Tribes. To this end, Ministry of Tribal Affairs has undertaken activities that follow from the subjects allocated under the Government of India (Allocation of Business) Rules, 1961. These include:
1) Social security and social insurance to the Scheduled Tribes;
2) Tribal Welfare: Tribal welfare planning, project formulation, research, evaluation, statistics and training;
3) Promotion and development of voluntary efforts on tribal welfare;
4) Scheduled Tribes, including scholarship to students belonging to such tribes;
5) Development of Scheduled Tribes
5A) All matters including legislation relating to the rights of forest dwelling Scheduled Tribes on forest lands.

The programmes and schemes of the Ministry are intended to support and supplement, through financial assistance, the efforts of other Central Ministries, the State Governments and voluntary organizations, and to fill critical gaps taking into account the situation of Scheduled Tribes. The Primary responsibility for promoting the interests of Scheduled Tribes thus rests with all the Central Ministries. The Ministry supplements their efforts by way of various developmental interventions in critical sectors through specially tailored schemes. These, comprising schemes for economic, educational and social development, are administered by the Ministry of Tribal Affairs and implemented through the State Government/Union Territory Administrations and voluntary organizations.

Important Schemes implemented by the Ministry of Tribal Affairs-
1. Scheme "Institutional Support for Development and Marketing of Tribal Product"
2.  Vocational Training Centres in Tribal Areas
3. Schemes of Strengthening education among Scheduled Tribes Girls in a low literacy Districts
4. Scheme of Grant in Aid to Voluntary Organizations working for welfare of Scheduled Tribes

The Ministry of Environment, Forest and Climate Change (MoEFCC) is the nodal agency in the administrative structure of the Central Government for the planning, promotion, co-ordination and overseeing the implementation of India's environmental and forestry policies and programmes.

The primary concerns of the Ministry are implementation of policies and programmes relating to conservation of the country's natural resources including its lakes and rivers, its biodiversity, forests and wildlife, ensuring the welfare of animals, and the prevention and abatement of pollution. While implementing these policies and programmes, the Ministry is guided by the principle of sustainable development and enhancement of human well-being. Multifarious social and cultural events, festivals and rituals of India are connected to its rich flora and fauna, its songs and folklores derives their narrative qualities from the countries rivers and forests. Innovative schemes and plans are offered and administered by the concerned authorities to augment the notions of sustainable development.

The primary focus has been to nurture the young minds, to sensitize the students of schools, colleges, universities to be sensitive towards the value of culture not only as an identity but as a way of life and creating a space for harmonious existence. 

Certain initiatives deployed to integrate education and culture- 
 -provide mobile libraries and resource units to visit tribal, rural and semi-urban schools;
 -provide cultural education to school students/youth/teachers/teacher educators throughout 
    the county;
 -collect cultural resources in the form of audio-visuals, written texts, recordings, etc
 -produce materials on cultural education for use in schools and for community projects;
 -provide assistance to other related institutions in the area of literacy campaigns women’s
    education, physically disadvantaged and for economically and physically deprived;
 -encourage and help craft persons, traditional performing artists and other creative people by
    providing training facilities and scholarships

The implementation of these measures are challenged by issues within economic and political contexts that cut across the geographical extent of India. The issues appear at every level and sometimes affect practically every area of national policy like the need to counter urban development and industrial growth with sustenance of cultural roots trenched deep in the agrarian regions. A desire to place people and cultural diversity at the heart of the economy is there but there is no denying that the interdependence of modern-day economies means that issues related to sustainable development must be dealt with on a worldwide level, which does not simplify the implementation of the necessary strategies, particularly because of differences in levels of development-local, regional, national and international.

The areas that have seen growth are-

Conservation and maintenance of monuments: Improvements in archaeological explorations and excavations, and upgradation of national level museums involved working with the Planning Commission, Ministry of Finance, Department of Personnel and Training, Archaeological Survey of India and respective State Governments and Departments. In order to promote international cultural relations and goodwill through friendship societies, the Ministry of Culture worked with the Planning Commission, Ministry of Finance, Ministry of External Affairs and Indian Missions abroad

Intangible heritage of India: Among other efforts an Inter-Ministerial Committee has been constituted recently under the chairmanship of the Principal Secretary to the Prime Minister, to co-ordinate efforts to preserve the Intangible Cultural Heritage of India, as represented by its multifarious cultural expressions, including crafts, handlooms, and traditional medicine.

Tourism: The Government has also set up an Inter-Ministerial Coordination Committee for Tourism Sector involving Member Secretary, Planning Commission, Culture Secretary, Secretary (Environment and Forests), Secretary (Rural Development) and Secretary (Tourism)

Cultural Advocacy: The notions of sustainable development has transformed in one of the national development goal with the integration of culture acting as an impetus
