Describe the main features of the policy/measure: 

El "Plan Estrategico de Promocion y Formalizacion para la Competitividad y Desarrollo de las MIPYMES" 2018-2023, es un documento orientador que permitira desarrollar las politicas publicas referente al sector MIPYMES a partir de los lineamientos estrategicos definidos en el plan y que se ha elaborado con un enfoque participativo.
Se enmarca en el Plan Nacional de Desarrollo (PND) Paraguay 2030, y la Ley 4457/12 para las MIPYMES en su Capitulo II "De la Creacion del Sistema Nacional de MIPYMES y la Autoridad de Aplicacion". Y constituye un documento estrategico para la coordinacion de las acciones de las instancias sectoriales del gobierno.
Fases del Plan
Fase I: Convocatoria a miembros del Sistema Nacional de MIPYMES:
Se convoco a los miembros del Sistema Nacional de MIPYMES, asi tambien se identifico a los organismos que tienen una relacion directa con el sector de las MIPYMES, los cuales fueron invitados a conformar el Sistema y participar en la elaboracion del Plan Nacional de Promocion y Formalizacion para la Competitividad y Desarrollo de las MIPYMES.
Fase II: Definicion de Ejes Tematicos:
Primeramente, se ha realizado una jornada informativa y de relevamiento con los gremios empresariales que aglutinan a las MIPYMES con el fin de identificar las prioridades del empresariado a ser abordados por el Sistema. Asi tambien, se realizaron visitas previas a los principales actores del Sistema. La informacion recopilada y consensuada entre los miembros se definieron en 11 Ejes Tematicos del Plan, denominados como:

The "Strategic Plan for the Promotion and Formalization for the Competitiveness and Development of MSMEs" 2018-2023, is a guiding document that will allow the development of public policies regarding the MSMEs sector based on the strategic guidelines defined in the plan and that have been drawn up with a participatory approach.
It is part of the National Development Plan (PND) Paraguay 2030, and Law 4457/12 for MSMEs in its Chapter II "On the Creation of the National System of MSMEs and the Enforcement Authority". And it constitutes a strategic document for the coordination of the actions of the sectoral instances of the government.

Phases of the Plan
Phase I: Call for members of the National System of MIPYMES:
The members of the National System of MIPYMES were summoned, as well as the organizations that have a direct relationship with the MIPYMES sector were identified, which were invited to form the System and participate in the elaboration of the National Plan of Promotion and Formalization for the Competitiveness and Development of MSMEs.
Phase II: Definition of Thematic Axes:
First, an informative and survey session was held with the business associations that bring together MSMEs in order to identify the business priorities to be addressed by the System. Likewise, prior visits were made to the main actors of the System. The information collected and agreed between the members was defined in 11 Thematic Axes of the Plan, known as:

- Axis 4: Tourism and Crafts
- Axis 8: Technology, Information and Communication
- Axis 5: Agribusiness
- Axis 11: Creative Economy

- Axis 3: Business Development Services
- Axis 6: Financing
- Axis 7: Formalization
- Axis 9: R + D + i (Research, Development and Innovation)
- Axis 10: Entrepreneurship
Phase III: Conformation of the Thematic Tables:
The thematic tables are a space for articulation between the actors involved in order to propose public policies aimed at MSMEs
Phase IV: Socialization of the strategic objectives:
Once the strategic objectives of each thematic axis were defined, each coordinator shared in the 1st Forum of the National System of MSMEs the results of the work carried out in the respective thematic tables to the authorities of the organisms that make up the System. In this way, the strategic guidelines of the National System of MIPYMES were validated.

Promote the development of an adequate institutional framework, the development of capacities in the sector and the international deepening of the goods and services produced by the Creative Economy in Paraguay
11.1. Strengthen the institution of the creative economy sector.
11.2. Develop capacities of the sector.
11.3. Opening of international markets.

What are the results achieved so far through the implementation of the policy/measure?: 

Se realizaron 26 talleres de trabajo llevados a cabo en las distintas sedes de las instituciones participantes, en las cuales se han constituido las once mesas tematicas que son: Industria, Comercio, Servicios de Desarrollo Empresarial, Turismo y Artesania, Agronegocios, Financiamiento, Formalizacion, TIC, I+D+i, Emprendedurismo y Economia Creativa.

26 workshops were held at the different headquarters of the participating institutions, in which the eleven thematic tables have been set up, which are: Industry, Commerce, Business Development Services, Tourism and Crafts, Agribusiness, Financing, Formalization, ICT, R + D + i, Entrepreneurship and Creative Economy.

El Plan, sera monitoreado y evaluado de forma anual en el Foro Nacional del SINAMIPYMES entre todos los organismos miembros del Sistema, a fin de socializar los avances y resultados relevantes de la implementacion del Plan en cumplimiento a los objetivos trazados por cada eje tematico.
Los reportes de seguimiento y evaluacion seran emitidos por cada mesa tematica, lo cual servira como medio de verificacion de los avances de la implementacion del Plan. Asimismo, sera la base para las recomendaciones derivadas de las evaluaciones y estableceran medidas que se consideren pertinentes para la socializacion y divulgacion de los resultados.

The Plan will be monitored and evaluated annually in the National Forum of SINAMIPYMES among all the member organizations of the System, in order to share the progress and relevant results of the implementation of the Plan in compliance with the objectives set by each thematic axis.
The monitoring and evaluation reports will be issued by each thematic table, which will serve as a means of verifying the progress of the Plan's implementation. Likewise, it will be the basis for the recommendations derived from the evaluations and will establish measures that are considered pertinent for the socialization and dissemination of the results.
