Objetivos clave de la medida:

As part of the strategies under Theme 2: Creative Economics, the National Policy on Cultural Rights (PNDC) 2014-2023 provided for the establishment of a Unit of Culture and Economics (UCE) at the Ministry of Culture and Youth.  The general objective of the UCE, which started to operate in May 2014, was to lay the groundwork for and enable Costa Rican creative and cultural industries and undertakings through the coordination and articulation of efforts at the institutional and interinstitutional levels with the private sector and civil society, focused on the growth of the sector and on local and national sustainable development.

The UCE undertook three micro-processes, namely information, training and financing through five components: Culture Satellite Account, National Culture Survey, Cultural Information System, Caribbean Cultural Corridor and Creative Economics.
Additionally, the Cultural Information System (Sicultura), part of this same Unit, contains a Cultural Directory which provides an overview of "cultural resources"(individuals and groups related to the cultural/artistic sector, physical spaces used for cultural purposes and elements of the material and intangible heritage) throughout the country. The Directory is based on the collective construction of knowledge, betting on the creation of a network of collaborators, called "Sicultura editors", who voluntarily develop informative fact sheets about the range of cultural resources (their own or those of others, duly authorized).
The Cultural Agenda of Sicultura aims to promote events to share Costa Rican cultural expressions.  The Agenda contains a broad list of cultural offerings not only centered around the Metropolitan Area, where Directory registrants can freely promote their activities.
Lastly, the Ministry of Culture and Youth organized a participatory workshop on June 29-30, 2011 focused on capacity building in line with the Convention on the Protection and Promotion of Diversity of Cultural Expressions, aimed at officers from programs and entities under the Ministry of Culture.  The workshop was facilitated by Ms. María Gabriela Núñez Mora, Project Officer of CLT UNESCO San José, Multicountry Office for Central America and Mexico.
