Artist's Statute

The Congress of Deputies commissioned the Subcommittee on Culture to prepare a report on the establishment of an artist's statute. After almost two years of interviews with the sector, either with the professionals or through associations, they drew up a document explaining the main difficulties to be regulated. The law included Spain's commitment to complete this law by 2022. The reforms are of a fiscal, labour and social security nature. They were regulated within a few months, among other issues, VAT taxation was reduced, social security contributions and those of women during pregnancy and puerperium were facilitated, and the compatibility of retirement benefits with the collection of royalties was made easier. Specialised training for some workers in the Spanish Public Employment Service to provide personalised attention. The creation of a specific contract for the cultural sector that recognises intermittency, which is fundamental in artistic practice. The equalisation of the number of days of contribution and the number of days of effective service. And finally, the extension of the 21-year pre-retirement period to 26 years.
