Achieving gender equality in the field of culture and media in the framework of the Action Plan for Achieving Gender Equality 2013-2017 – APAGE (PAPRR)
In the field 6 of APAGE for 2013-2027: Media and Culture, as strategic goal was defined: to fight gender stereotypes and to introduce the policy of gender equality in media and culture.
In January of 2013 Action Plan for Achieving Gender Equality in Montenegro 2013-2017 was adopted – developing document for policy of gender equality implementation, based on international and domestic legal sources which treat the issues of gender equality. The mission is to ensure gender equality in creating and conducting of all national and local policies, as well as in work of all legal subjects at state level.
In the field 6 of APAGE 2013-2017: Media and Culture the following measures are defined: the promotion of APAGE; To conduct the analysis of media reporting in terms of gender equality; To perform monitoring of media reporting continuously; To organize educational workshops for the ones employed in media on the topic of gender equality; To initiate conducting of statistics by sex of the ones employed in media; To print, present and distribute brochure on the role of media in promoting gender equality; To organize educational workshops for the ones employed in local self-government and institutions of culture; To organize the Week of female cultural creativity (ŽENES); To prompt introduction of continuous programs which promote successful women in electronic and printed media, then women who deal with old crafts and skills; To participate in book fair with literature on gender equality. Within implementation of APAGE, the two-years Programs of implementation are defined, with activities and indicators.
In accordance with strategic goal, the implementation of APAGE in the field of media and culture, should lead towards the following defined objectives/results: 6.1. Increased media visibility of implementation of gender equality policy; 6.2. Improved knowledge in media about gender equality; 6.3. Establishing of gender equality in the field of culture; 6.4. Improved media promotion of successful women; 6.5. To stimulate publishing of literature promoting gender equality.
Finances for the realization of APAGE, as it is defined, were continuously provided from the budget finances of the activity carrier, as well as from the finances from donations.
Ministry for Human and Minority Rights has engaged an expert from abroad who has conducted external evaluation of overall APAGE 2013-2017 which will be soon available at link: http://www.minmanj.gov.me/ministarstvo. Preliminary evaluation has shown that improvement of legislative and institutional framework for achievement of Gender Equality has occurred, and that visible results in all filed of life both at national and local level exist, but that space for further activity in order to create equal conditions for all the citizens (of both sexes) of Montenegro is present still.
In preparing APAGE for 2017-2021, the analysis was given of actual state after implantation of APAGE for 2013-2017, in the fields of media and culture. Among other things, it is mentioned that during previous years numerous activities were conducted, so as to media to be active participants in implementation of Gender equality policy. Unfortunately, the role of media is not still strong enough in the part of promotion of Gender Equality, but is subject to corporative objectives and sexist advertising programmes. In the domain of culture and art, the presence of women is greater and their success is more visible. However, in the works of culture themselves, stereotyped presentation of woman which affects the upbringing of girls and boys both is still present, as well as creation of new stereotypes and patterns of behavior.
