The Government has implemented Policies and measures to ensure women participation in cultural life. The related programs are;
1. Diversification of Traditional Textile (TAIS); and
2. Holding exhibition of the Creative Industry in the Municipalities;
Pursuant to the organic law of Ministry of Tourism, Commerce and Industry, on maximizing support to the creative industries group, the General Directorate for Industry through its annual action plan providing capacity building and training to the women weavers extant in all municipalities, in order to diversify the traditional textile (Tais) to other objects such as bag, shoes, clothes etc. Increasing the quantity of production of goods and services is the main focus of the Directorate.
Regarding to promote the diversification of Tais from the municipal to the national level, the Secretariat of State for Gender Equality and Inclusion, support financial and material funds in carrying out fair of cultural goods; in order to gain access to market opportunities to the small- scale industry groups.
Following are training programs held in municipalities:
1. Covalima and Bobonaro Municipality: training on diversification of traditional textile (Tais) and producing the cultural goods and service;
2. Liquica and Lautem Municipalities: training on technical capacity building on cotton boiling and training on accessing to market;
3. Dili and Ermera Municipalities: capacity building on process of weaving and motif design of traditional textile;
Reported achievements include:
The small-scale industry, particularly the traditional textile groups has developed independently on the production and distribution of its goods and serves.
